    I suspect that's a tad too conspiratorial. Yes, the heads are likely to be simply figureheads, but to assume there's a super-secret sub-organisation is pushing it.

    Realistically everyone knows they do stupidly secret stuff and no one really knows who works for MI5/6 (the people who are actually in compromising positions). GCHQ are widely known to be the people who do the serious code breaking work and everyone's seen James Bond. Heck, MI5 publicly advertise most of their positions for agents - apparently they're not so hot on graduate recruiting any more. There are no doubt extremely secretive sections of the Military Intelligence institutions, but i don't think it's anywhere near as big as an entire organisation. We're not in the movies!

    It's sort of like the SAS, we know everything and we know nothing about them.
