I wouldn't go so far as "make it up", but a lot of the environmental impact assessment is based on best guess, which isn't far off. We simply don't have accurate year by year records of what rapidly changing environmental conditions will do to weather patterns, and as every good philosopher of science knows, all scientific theories are wrong, so the expectations are bound to change as the scientific understanding changes.
Besides, where was the "major snow fall" last year? Hardly saw a speck in Manchester...
A few years ago I had to go to Washington DC on business. The snow had started falling as I landed at Dulles, and over the next day or so about 2 feet or more of snow fell. The airport was closed for about 12 hours and a few flights were affected. The roads were clear, the trains and busses operated normally, the shops were stocked. I was there for two weeks and business ran normally.
The secret was in planning, prior preparation, and a 'can-do' attitude.
