    I've never seen a 14lb bow. For indoor shooting the lowest I've seen was around 30 I think (I use 36 indoors). A quick look at quicks shows some limbs at 20 in a beginner range, competition ranges seem to start at 34 or 32.

    It was a "junior" bow in a hobbies shop, looked nicely made though. Archery World's training and starter bows run from ~14lb, even for their adult models. Actually, their AW Deluxe Take Down Bow looks pretty nice at £60...
