Basically it creates a virtual VISA card (not electron)
You load your account with funds (free from a uk debit card including solo and electron) up to £100
You can then create numerous "virtual" debit cards by loading money onto them.
You do, however, get charged 4.5% for this
You can have up to £1,000 on each virtual card! - just do multi top-ups.
Also you can have multi-sources for the card
This brings about an idea of if you've never used a company before and you want the product, but reckon they might try to re-bill your card, you can only load on the initial £20 you need (at a cost of 90p), but they can never take more than £20 from that card
