I only really used G+ for when my old phone was rooted and i kept up with some of the app devs. Now my new phone isn't rooted, I might just drop it.
Same with hangouts.

Trouble is that you can't un-install them, or move them to an SD card. They just sit there using up storage.

You can if your device allows it. As I have a moto x the android is stock and there is no bundled 'bloat' all apps non essential to OS ( in this case Google + and hangouts ) are optional and installed via the play store. Devices like Samsungs are infamous for loads of Bloat and apps can only be removed via rooting and/or custom Roms.
I'm using a Moto G second gen. I can uninstall updates to hangouts, but I can't uninstall the app itself..
It says it is a core android app.

I was rather under the impression that they were killing off G+?
From what I'm told Google's bonus structure is heavily weighted in favour of developing new products. There is much less incentive to then refine those products and keep them going well. It's all about the new idea. So they hire heavy on the creative innovator side. Could do with a few completer finisher types to get the stuff properly developed, iron out the bugs and keep it well maintained too IMO.

Un-install updates and disable the app? Doesn't give you all the space back but stops things bothering you.
On an amusing note, I tried to leave feedback on the blog post but everytime I clicked in the comment box to type something it opened a new tab and the closed it again. Using Chrome on Android...
