Can anybody do me a favour? (Gif file help needed)

I finally hit 500 posts the other day and I've found an avatar i would prefer to my current one, problem being that the ideal avatar is 6pixels above the width limit of 70 on these forums. Because I don't have any picture editing software besides MsPaint, attempts to reduce its size lose the animation :/

If anyone's willing to take a second to reduce it for me it would be really appreciated Pm me if you wouldnt mind doing this for me.
