If it's painful, use Savlon Advanced healing gel for a few days.
If it feels hard, it's a callus that's formed because of friction between that area of your foot and your shoes/trainers.
You can invest in a callus treatment gel like Bazuka but if I were you, I would use a diamond drill ( it's actually called Scholl Velvet Smooth Diamond Pedi Electric Hard Skin Remover ) and then apply vaseline. This will take a few weeks of drilling and vaseline application before it levels up.
The poor man's alternative would be to soak in warm water for half an hour and then use a disposable razor to peel the skin a few times. Apply vaseline and repeat in a few days' time.
