Indeed - TV licences are BBC-related only as they have no ads and are government regulated. While with a TV you couldn't prove that you weren't watching BBC channels, this only allows you to see Channel 4, a commercial channel funded by adertising.

For those who are abroad though, a submit a simple solution for you.

Go to Wikipedia, and search for UK postal codes. They all tend to use the same format (ie, XXX XXX) in the same way US zip codes do. Just make up one from that information, and submit it as your postcode during registration. Done.

Pretty sure this isn't true. Channel4 is regulated by the government, but was setup as a commercial broadcaster at the outset. they do get some government funding as they have ran at a loss more years than they make a profit.

I'm also pretty sure you can't watch broadcast TV without a license even if you can possibly prove you don't watch the BBC.

I get an error code -1, which according to their site is 'geo filtering'.

So...anyone know of a fast, free uk proxy server ? )

in that case i won't be able to use this anywhere offshore. The only places with decent internet connections are some Shell platforms (that often resolve to Dutch IP addresses) or on Statoil platforms, which are Norwegian.

And why would i bother using this at home?

asked c4 about the error - they said: "We are currently experiencing technical difficulties with the Live streaming security system. (Error Code: -1) Our technicians are working to restore service ASAP. We apologize for the inconvenience."
