The best thing to do is to set a trap for him and record his behaviour using a camera....over a few days/weeks and then present the evidence to the police and council and get him done via the new anti-social behaviour act.
I actually feel sorry for his mother too, maybe she is going through hell too.
If the guy indirectly gave one of your elderely relatives/neighbours a heart attack I say you do the back to him (eye for an eye etc)....best way is to catch him red handed using some remote surveillance etc like I suggested.
Throw condoms full of cows blood at him, whilst screaming "You want a piece of me? Well here's a piece of me!"
I feel your pain though, i'm at uni in Liverpool, and the place is crammed with abusive little runts who seem to have total immunity as they are too young to prosecute. Doesn't stop a group of ten 12 year olds from kicking in bus shelters and throwing rubbish at the 60 year old woman who runs the local Chinese Take Away. Or the four teenage girls hurling DEATH THREATS at an 80 year old man.
I wish i had permission, nay DIVINE RIGHT, to go around neutering all this little pests.

Done the anti social behaviour order thing. Done the video camera thing. He was given an asbo order (whatever one of them is) and then 2 days later was arrested for driving a stolen car without a license or tax whilst banned from driving. Still police do nothing.
Yet punky here gets in a crapload of trouble for skinning up out the back of a pub.... no justice.
asbo is Anti Social Behaviour Disorder. sadly this kind of thing means very little to the scum

but this is a really nice house on an otherwise really nice street (if anyof you have been to my house, i cant remember) : and f*** no.
Why should we move when we are following the law of this country, and this a**h*l* isnt. You OBVIOUSLY gave up. If it isnt us going through this, it will be the next family that moves in here, etc etc etc

my road is the only decent one crime wise for MILES. god knows why, full of couples i suppose.
the ammount of coding i'll be doing over the next few days will be going through the roof as i lie in wait for one of them to put through my neighbours window again. Theyve just had one put in, and it was only 2 or 3 days before it was smashed again, the last time. I live on a close, number 1 on one side, number 14 opposite, and my house at the top of the hill being able to see all the other houses (in kingswinford let alone my road). And if i see them i will make chase.
