I have an Overclocked E6600, 4GbOCZ Ram, P5B Deluxe and an OCZ Powerstream PSU 520W and am about to buy a BFG GeForce 8800 GTS OC2 640MB.
Is the OCZ PSU powerful enough to run a 640mb 8800 GTS?

Easily. I'd fancy my chances running that on my 425w Enermax.
you wont have no problems at all.. unless you got your psu hooked upto 15 power hungry modules in your computer
8800 GTS NVIDIA recommends 400 Watts.
26 AMPS on the 12 Volts rails is sufficient.
Obviously with high-end systems .. a better PSU, and especially quality PSU, is always recommended.
yeh easily enough, i run a 500w, on the same card, 2 gig ram, oc'd x2 3800, xfi, 2hd's, 9 fans, water cooled.
Shouldn't be a problem. I've known someone with a 400w psu running an 8800GTX with no problems at all.
