Horizontal scanning lines across monitor

I don't know why I called them scanning lines, it just "feels" like that's what I should call them.

I've got a poor quality old monitor plugged into my laptop at work to give me a better screen resolution, and it's got these really annoying flashing white-ish lines that go horizontally across all the time when I'm looking at a black background, particularly noticeable on the Windows screensaver... it's not a massive deal, but it is fairly frustrating.

Is it likely to be a problem with the laptop's external output or the monitor itself? It's not that easy for me to pop another one in to test with, but I feel as though this might be a fairly oft-seen problem that somebody might be able to recognise and pin down to a particular fault, so any advice would be appreciated

Windows reporting any other refresh rate options? I'll note that older LCD moniters tended to work better at 59Hz or 61Hz. I know, it's odd, 1Hz shouldn't make any difference, but they seemed unable to make a moniter work at exactly 60Hz for a few years back then.

It's offered me 60, 75, or 85. I tried 75, which made no difference, and 85 made the monitor have a hissy fit. So I've left it on 75 but it's still giving me the lines.

Are they symptomatic of a dodgy refresh rate then?

If it ain't the rate, saddly I think it might just be the moniter. It is getting old after all. Yes, having problems with Hsync tends to be a sign of a bad refresh rate, but moniters can also degrade and "lose" there rate overtime as the crystals take longer to respond.

I have to admit, I did find it in a cupboard and it looks like a heap of junk, so that wouldn't surprise me much.

I wonder how it would go down it I asked for a nice new one, 22" or so? Maybe not

If it wasn't for the fact it was a laptop, and so you'd have noticed it on that too, I'd be suspicious of the graphics card beginning to die. I had something similar shortly before mine in my laptop gave up the ghost (fortunately it was a card type thing and I managed to replace it). You could ask for a shiny new laptop

Laptop's only 2 months old

I have to admit, this is the second monitor I've had plugged into it, and I really can't remember what the first one was like. It stopped working one day so I pulled it out and swapped it over, but I can't be bothered to swap it around again, hence my asking if anyone knew what might be up.
