With the current state of world affairs, I will not be too surprised if most packages coming into this country is scanned, so there is a high possibility of it getting taxed.

As for your uncle brining it personally, if he gets stopped by airport customs, the same thing will happen.

As for people thinking of getting a X800, here's an little write-up that may put you off:

I would have to agree, importing can sometimes be more pain that it is worth. I would guess that the card would come out in Canada first (home of ATi) however stock will be limited.

In additon many US etailers would rather sell in their own region than ship abraod, international orders carry a much higher chance of fraud/lost goods etc.

Already we have had two manufactures confirm pricing with us, although neither will confirm an exact shipping date. FYI the Sapphire X800 PRO is retailing at £299 Inc, like us many stores are taking pre orders. PowerColor have put a nice bundle together with some extras but this has pushed their price to £339 Inc.

Those price can change a little, it all depends on the USD rate when the stock comes in, however at least by buying from a UK source you will have UK support and RMA in the unlikly event soemthing goes wrong.

Just thought I'd mention that if your uncle buys from the states, and imports it to Canada first, he'll get nailed with duty. If he buys it in Canada, he'll get nailed with at least a 7% tax, maybe more depending if he orders it from out of province or not. And third you're assuming that it's available in Canada, which it's not.
