Capture Card HELP?

hi all im lookin for a tv card for me pc, i want to start riping tv to me pc and dont know what i should get.

should i get a all in 1 tv and capture card, or just a capture card?..
what make and model should i get, i would like 1 with hig rez and good software to capture to mpg 1 & 2, thx for any help
