Agrippa said that dont RMA card. But jeromesm3 said that i must rma card. So i dont know what to do now guys.

But like i said. To hear that rattle ( only on 1300-1500rpm,after or before that speed is fine ) i must close my ear to card to hear this. And i am sitting 30 cm near my case without side panel.

Stop putting your ear close to the card then.

Your issue is environmental, so if you RMA the card they are highly unlikely to recreate the issue. Thereby costing you the shipping costs both ways or one way and the restocking fee...
The fact putting your side panel back on stops the noise probably means the chassis is absorbing the vibration or its so slight its not going to cause any issues.

Perhaps the focus needs to be on the reason why you have the side panel off... I mean how much degrees lower is it with it off?
Seems like you have fans pointing the wrong way or something... it would be strange for the side panel to make a big difference

Somewhere between 1300-1500 rpm i can hear a small rattle noise only when my side panel is off. When i put back on i cant hear that noise.

Well leave the side panel on! I don't see the issue at all.

Re: Asus Strix 980 Ti - is this reason to rma?

From what you have said about this issue on several other forums, it sounds like you are getting resonance in the case at certain fan speeds. Fans are not perfectly balanced (unless you buy very expensive ones) so there will be some vibration, and at some speeds that may cause resonance. The reason you can't hear it when the side is on could be because it is such low amplitude the side case hides it, or fitting the side case could move the resonant frequency.

Either way, it's unlikely to be anything to worry about, so just carry on gaming and stop worrying about these insignificant issues.

And now you can go back to the other forums that you have posted in and say "the other forum (HEXUS, where they know what they are talking about) say that everything is fine, so I'm sorry for wasting your time "

Of corse you could RMA it, but be prepared to pay for the shipping and testing when no fault is found.
