I always thought that this was normal for the GPU fans to spin up loud. My GPU certainly does it, and I think it's to do with the fact that there's no software control for the fans kicking in during POST.
Maybe it is normal now but my GPU didn't do it in my old PC and I don't see why a new PC should be worse than one from 10 years ago in this way!
I think it may be to do with memory training and maybe because my RAM isn't on the QVL list for my motherboard.
Since updating to Asus bios 2406 on my B450i gaming and swapping my 2600 for 3600 the fans on my MSI RTX 2080 spin tro 100% on boot when they NEVER did before. I've seen other mention the same things on other forums.
Sometimes your GPU might also have a Bios update. Check that out.
I guess check all your drivers and make sure everything is upto date. Also have a look around the bios incase you can sort it out from there
I think the answer might be a different CPU in the form of a 5600X. If I can ever buy one at a sensible price with the shortages of everything.
dumb question but you have tried reseating the ram? and maybe dusting them out?

Yes I've actually tried different ram. What has helped with stability is BIOS version 5603 but I'm still getting the GPU spinning fast on bootup and I'm getting used to it. The only relevant things I haven't tried yet are a different mobo, CPU or GPU. I do fancy one of the new GPUs most of all when I can actually buy one for a sensible price.
