yes, official nvidia specs are 650w for 3070, 750w for 3080 and 3090. (I presume by 3080 you're talking about the nvidia GPUs ?) If you mean something else then you need to be more specific

Reviews out just now are showing 380W peaks currently.
So it will really depend on what else you've got in there.
If you've got a RAID of spindles and a i9-10900F, then no, it would not be enough.

Just to add in this thread after my 850w was giving me issues. Make sure you have a PSU that can handle the transient spikes from the 3000 series. My evga GS 850W was turning off during games due to the OCP protection kicking in. Tried G3 850w and the RM750x and both run flawlessly. so just make sure you read about the PSU and how it handles transient spikes.
850W is enough. I believe even 750W should do the job in 99%.
Highly recommended PSU for use with RTX 3090 is the Corsair HX850i Platinum. The 750watt version is similarly recommended for 3080.
It should do, I would aim for a gold rated and a branded one just to be safe (Seasonic, Corsair, etc). Also remember to have two separate cables from the PSU to the GPU as using a single/daisy-chained one can cause problems.
Yeah it'll be absolutely fine - if you care about fan noise on your PSU/noise in general then 850 watts should hopefully mean quieter fan noises vs if you put it on a 750/650 even though 750 is the minimum recommended
I ran a 650W with a 3080 and 5600x for a while but eventually upgraded to a 1000W PSU (Corsair h1000i from Currys) not because I had issues but because the PSU was pushing 8 years and didn't want to risk it especially since I've just upgraded my pc and some parts are hard to get if anything did go wrong.
I'll be going with a 750w however my setup is quite basic.
850W is a perfect PSU for the 3080, especially look for the ones with a solid warranty, I highly recommend Seasonic, personally.
