Need help with a file....

I'm trying to delete a file from my HDD, but it says that there's a program using it and it won't delete. I've tried ending every non-critical process manually AND resarting but it's still apparently being used somewhere... any ideas as to how to find out exactly WHAT is using it? as usual windows is being it's hepful self again

Have you tired Safe Mode?

What kind of file is it? and is it located somewhere important?

What is the file? Googled it?
Else try moveonboot to move it elsewhere/delete it on reboot.
