I remember someone else mentioning it that it can possibly if you have old GFX card drivers on there increase proformce, and im also going thorugh a PC clutter stage. getting rid of everything not needed

Driver Cleaner Pro is All I have ever used and it has worked fine
If you go back on some of the sites that store old versions of software I'm sure you could still run it for free

I've used Drive Cleaner Pro (v1.5 Build 14, free for that version) and it worked well.
I have the setup file here ;-) - about 3MB zip.

Definitely either of the 2 above would work fine. Personally, I prefer Driver Cleaner Pro (The free version), but have also used Driver Sweeper without negative consequences.
Oh, and in your OP, you meant decrease performance right???
you could get driver sweeper "less than legally" (if it requires payment) but i wouldn't advise this, especially if you may be needing support with the program direct from the scripters.
A friend of mine has used it and fixed his graphics problems to date, seems to work fine.
Driver Sweeper.
uninstall thought control panal
boot in safe mode.
Run driver sweeper.
reboot.
Install new drivers
Reboot.
Enjoy.
