Could this be a PSU issue? I doubt it, but have you tried it with no drives, only one gfx card etc.?

Right Guys... Result!!
Did a bit more Googling at work, seems there is a link between RAM problems on the RIIIE and the Venomous X cooler. People are reporting that the heat sink backplate is causing shorts, the end result being RAM slots not working. I thought this a bit off the wall, but hey, time to give anything a go.
Took the MB out, leaving RAM and CPU in place. Removed the HS backplate and had a look at the backplate itself and the back of the MB, no sign of anything unusual. So what the heck, I stuck four fibre washers on the backplate posts and covered the remaining bare metal with insulating tape.
Put it all back together and ....12GB, in the BIOS, Windows and everywhere

I'm happy that its now working but rather pi$$3d that Scan knew what HS I had (I bought it from them at the same time as the rest of the gear). True it is a rather odd situation, but they sell these things. I am the only customer to have this issue? I'm still waiting for them to reply to the question about what HS they used, they have had all day and not even an acknowledgement of my email - a poor performance in my books.
I'll cool off over the weekend, then email them again to discuss the £35 I'm out of pocket not to mention that the Venomous X is not fit for use as shipped.
