Advice on Transfering Data Between HDD

I just want to know the best way to transfer the entire disc data from one hdd to another,

Basically my old HDD is full so I wanted to transfer all the data (including the OS) on the new one. So I dont have to do a new windows install.

    What software would you recommend?

A Linux Live CD (available for multiple distros) and the good old "dd" command will also do this job, although the partition table doesn't always come over cleanly in my experience.
