I don't know about video out requirements, but there is a WDM driver (Aren't they all WDM on XP, anyway?) for Windows XP 64-bit edition. The current version, as of August 15, 2005, is available here and when a new version is released, you'll need to look through here.

I think the WDM driver is only used for video in, the regular display driver should provide you with normal TV out functionality. I know on my cards without video in, I've only ever used the regular disp driver and the TV out has always worked fine.
