maybe try running at full speed but with one stick at a time and running the test on each, work out if its just one of the sticks messing up.

Everyone seems to be looking at problems with other hardware but to me it sounds like the PSU. Both me and a friend of mine had computers that something like this would happen and it was the PSU. It sounds like when you are actually doing something it is drawing more from the PSU and causes the PSU to restart.

Do you have another PSU to try out? Try moving devices around to different molex's. Our problem was that we had too many daisy-chained from one molex and had others sitting there doing nothing. Good luck!

unfortunately i dont have another psu to test, and the psu i have (branded JSP) only has 4 molex plugs, so i'm not using any splitters, but i'm using every connector.

I've tried each chip serperatly successfully using the windows version of memtest at 200Mhz, up to 200% of the available memory but it cant test the memory used by windows or the 64mb that is shared for the onboard gpu.
The oldest version on bootable memtest available from their website is 1.4, which i havent had chance to try yet.

on a side note, i noticed no crackles from my music when i had no background applications running (msn, azures, avg free etc) but when i loaded any software the crackling started (and is more pronounced when the pc was loading the application)

    quick update:
the pc has stopped locking up when the ram is at 166Mhz, but the problem with the sound still continues, so i've ordered a seasonic 380W psu from scan, so i'll let you know if it fix's the problem.

I was going to say, he posted a picture of his PSU in speedfan, you need to change your PSU no way about it, if it is fluctuating from 8V to 12 v there is something majorly wrong and you could be damaging your components. Turn it off, and buy a decent powersupply.

You need to sort that out first as that is just appalling (the graph in speedfan).

Do that first before all the other suggestion atm imo.
