    A Linux LiveCD would probably be the quickest way to boot up and download the browser to the USB drive. As for what if people didn't have a USB drive, there's always other types of removable media such as MicroSD cards etc. (assuming you have the reader) that people might have.

    Wouldn't windows update show IE8 as an optional update to remedy this?

    I think I remember hearing they might include instructions in the pack on how to download IE through command line, using FTP.
