IIRC the PC version will still use CE2 with some extra DX11 stuff tacked onto it and CE3 is basically CE2 but for consoles, rather than a completely 'new' engine.

all versions of Crysis 2 run on CE3, it's how they can do the console graphics optimizations which are done by increasing the quality of the PC game then optimizing the console version to get it to the same point minus the extra features the PC version of CE3 has. And then when they've gotten to that point the PC version has more advanced graphics and the cycle goes on, in fact CE3 has more has more features on PC than on consoles
I do believe the console versiosn have helped the PC version along in many respects, things like much better support for multi-core processors.
The end of the day the console versions will help prop up the accounts while the PC gamers get the true version, win win if you ask me.
