That sounds like a pretty minor and driver fixable problem to me.

You'd think... though dropping no less than £619 on a card which has such an 'obvious' problem would be infuriating - and rightfully so! We'll see if it's resolved soon.

Well yes, but it's an "Artisan" fan problem. Better than the fan problem on lesser cards ;) :D
Had my semi passive R9 380 in my wife's PC with the side off as part of tracking down a problem. Damned freaky at first seeing a card sat there with the fans not spinning at all, but it's impressive when they get fan control and heatsinking that good.
I'm guessing from the sound of it like the 1080 profile isn't right so a failsafe is kicking in to get the temperature back down, would be interesting to see a temperature graph from when it happens. Not interesting enough for me to drop £619 on a graphics card mind :D
