This whole "story" is just another example of the media making a story out of pretty much nothing. AVS (adult verificaiton systems) are nothing new and reputable adult sites have been using them for 20 years - in my early days as a rent-a-coder I made some extra cash at uni working on one of the early systems. Even back then they were pretty advanced and did a lot more than just checking your credit card.
It's already technically mandatory in certain countries (hence why AVS already exists as a mature market) and many of the various security/technology challenges are largely solved (not all of course, data theft is still a big concern!). What remains is enforcing the use of such systems, which is pretty much impossible to do "supplier side" when most of the content you are worried about is hosted outside of your jurisdiction and easy to bypass "client side" with a VPN (or possibly TOR, depending on how its implemented).
I predict that even if this does come into law at some point, it will make sod all difference to most people. To make a real impact you'd; have to stop piracy, and we all know just how well (or not ) that has been going for the authorities....

Making it inconvenient will see some opt out. We know this because torrents aren't as popular as before due to streaming services. MP3 download sites aren't as popular due to spotify etc. Governments record on well thought out I.T projects leaves a lot to be desired.
We do need more effective message aimed at young people (especially boys) about skipping porn altogether for more productive pursuits. It's not good for their long-term wellbeing.
I tried something like that a couple of times... Slowed down my internet to crash speed, pretty much. So a combination of this and generally poor ISP service and the new regs will be very effective - Can't watch internet porn if ya don't gots the internet...
Then what did people do in ye olden dayes before dope and heroin were invented, I wonder... They still had sex and still played violent games... but not much in the way of drugs.

With regards to the virus scanners, I've had more problems through them than I've ever had from viruses. They're a constant source of nagging and a pain in the rear, slowing everything down. I've had virus scanners do more damage than a virus would to a system. I'm obviously careful what sites I go to, what I download and what I execute and this has served me just fine for probably a decade or more. If I have a problem I think may be due to a virus then I just use one of the free online scanners. A virus has never been the problem, however.
As for drugs, oh those are older than time itself. You don't need to process an opium poppy in order to get high off it and smoking / eating cannabis has again been happening since long before we learnt how to breed / modify it to make it stronger. Drugs weren't so much invented as discovered. Then we learn how to process the plants or synthesise the active part. Aside from illegal drugs the best example is aspirin where it was originally from the White Willow tree. Then we learn to synthesise an analogue of the active ingredient so we stopped chopping down trees. Interestingly the analogue we made has an acetyl group on there which leads to it blocking more than just the specific COX enzyme that the original stuff did and leads to the anticoagulant effect.
I'm rambling. My point is that drugs have been around for longer than the human race and have been used for as long as we have been able to identify what plants to chew on when we're bored.
