Fully changing a PC to the extent its nothing like stock is like RGB to me, by that I mean it's it necessary ? NO.... Each their own !

Often, but let me clarify - if your interpretation of modding is a paper mache skull formed around the roof vents with RGB lighting and a hardline cooling loop, then no, it isn't modded.
I'll happily shave a bit off the chassis to make something fit, splice a couple of fan cables together because it's a Sunday afternoon, Maplin is closed and I don't have a spare Y-splitter, or maybe solder mod a DDC to 18W to improve flow rate on particularly restrictive loop.
Function over form, every day of the week and twice on a Sunday (especially now Maplin has gone).
I'm boring, so no...
My builds are mostly without mods. I like them functional. I do have RGB, but that is because it came with motherboard (X399 Aorus) but is on very dimmed discrete light.
On the other hand, I have an idea for a NAS and building from scratch. It is working (OVM 4) but I didn't completely finished the case. My CAD software knowledge is not good so I couldn't design and order the pieces that I want.
The more you live, less you die. More you play, more you die. Isn't it great.
Mine are always custom builds, which I then mod on a minor level to facilitate function, which results in form as well... but I try to start with a case and components that provide most of the form to reduce the amount of modding needed.
I'd *love* to hack the bejesus out of something and create a completely unique scratchbuilt system, but I lack the skills to make my imagination into reality... and the funds to pay someone who could!

I've been modding my PCs in the last 10 years. In some cases I did it for my friends as well. Mainly I did some hard tubing and paint job. Once I've created a Wooden case with the help of my father who works as a carpenter.It went good so I will create a new one for my MediaBox.
I always like to do these modding to create some uniq desing which fits to my taste.

last time I tried to mod in a serious way (avec drills and steel cutters) I created a noise monster. Got the temps down as desired, but at the expense of a huge bump in acoustic leakage. That was a P4 with an FX-5200 passive toaster. I'd have done better to just get a different card but the need for PCI (not PCIe) limited me.
Since that experience it's been hardware changes only to my newer builds and the worst "modding" has been to take out expansion slot covers for a fan controller and add a hot-swap dock in the drive bay. Oh and to swap in and out a CPU.
