Samsung do lots of nodes including 7nm. As for why Nvidia used 8nm instead, it could have been down to cost, yield, characteristics, capacity - any number of reasons. If I remember correctly, Samsung's 7nm is exclusively EUV, so it could also be down to capacity of their EUV scanners.
Yeah, consoles are an interesting thought - and they are currently craving more wafers, but they'd have to weigh that against eating into profit margins for products they currently sell at a loss anyway, and whether it would be worthwhile in the long run given how console chip demand starts extremely high then tapers off.
