With a number of small but noteworthy new additions, including environmental challenges such as rain that make for a more challenging experience on the battlfield, plus the addition of a Spy unit that lets you carry out acts of espionage, thus increasing the tactical variety that you have available
These aren't actually new features. They've been in Total war games before. The spy by another name, but still there.

Just out of curiosity, it may be a good game. But is it worth a purchase if you have Empire?

Exactly what I'm aiming to find out.

My initial reaction was that it wasn't, most people considered it to be more of an expansion pack than anything else... I'll see how it pans out.

I'd say not. Only if you've got an interest in the history of Napoleon and re-enacting these specific battles.
