unless you make soup with the water... wouldn't the vitamins be retained then?

yeah, some would, but other break down in water/heat so the quicker and dryer the cooking time, the better.
As a rough rule, steam is very hot so cooks the veg quickly meaning less time for heat to break stuff down, plus it uses the minimum of water so there's less loss by dilution too.
