Yes - Siemens do one (it is cordless) that does just that (and if you have two handsets, you can have two independent calls simultaneously - one onm the landline - one on VOIP. (it uses SIP protocol - won't work on Skype)

(I have one and use it in the way yoiu describe - in reverse - outgoing calls default to landline - but receive calls on either - although it is easy to make a call over the non-default route - the only minor caveat is that it dials like a cellphone - when you pick up, you don't get a dial tone until after ypou have entered the number, so if you have a message centre that changes the dial tone (BT for example) it is easy to miss the change - but not an issue if you are using mainly VOIP - oh yes, it supports caller display and text messaging - again on the landline)
