Slightly tighter timings mean ~2-3% better memory performance. Memory is maybe a 10% contributor to system performance (and in many situations much less). You do the math. DDR3 looks to be more affected, but even 10% of 20% is only 2%...
Get tighter if you can, but don't break the bank to do it. Stability is far more important.
