I can recommend the Arctic Freezer 7 Pro if youre still looking at it for your setup. I have my E2140 overclocked to 2.664ghz with it and idle temps are 29-30 and load temps are around 47 but occasionally push up to 49-50. Those figures are using Prime95 for testing.

Blitzen - your load temps for the 6400 are really good, would I get that much extra performance from a Scythe Mine over the Freezer Pro? What stress software are you using?

Creative now have drivers for Vista64. I'm not sure how good they are. ATM my XiFi is staying in my XP machine.

I'm using an X-Fi Fatality with Vista Ultimate x64, using the most upto date Beta Driver. No sound problems here at all.

The only thing lacking from the XP drivers is the fancier Creative Audio Console, instead you're stuck with a very barebones one, but it still does the job nicely as far as changing modes and basic settings.
