You can safely put 1.3625V through an E8400 without any worry whatsoever. I am guessing that it is your ram that is causing you problems. Corsair is not the overclocking ram it once was. Not sure on your board whether you can run a lower ram to FSB ratio. On the IP35 it seems 1:1 is minimal.
Set the voltages for your ram at maximum and slacken off the timings to something like 6-6-6-18, that way you know ram won't be holding you back.. Up the cpu voltage a bit and measure temps using core temp underload. 3.6Ghz is nothing for an E8400. Most people are able to hit 3.8Ghz easily and 4Ghz (@450FSB) is the norm although you will get widely varying reports of how much voltage is required to hit this speed.

well i would like to keep my 3 year warranty and since it isnt a bottleneck at this time i dont see the point in going over rated volts. Will try what you said but it was fine @ 4-4-4-12 900mhz when i overclocked when i got it.
edit: nope, still no difference, tried higher volts etc on everything. Must be this motherboard not liking 400+
