Printers and Cartridges

I'm thinking of buying a new colour printer for my grandad, nothing special, just something he can print documents and a few pictures on.

The choice of printer is going to come largely down to the cost of cartridges and since I haven't looked at the cost of cartridges for about 10 years I need some help.

What are the good, cheap brands these days? Which ones should I avoid? I heard some brands now require you to use specially chipped cartridges...?
