Budget everything with a decent AMD quad CPU. Kind of like a Dell vostro build but assembled by some company / individual scraping a living from ebay shoppers who aren't always the brightest consumers.
I'd be a little concerned about a Phenom II X4 970 in that motherboard: I doubt the VRMs arereally designed to support 125W processors.
To knock up the same computer from ebuyer but with a decent branded PSU (Antec) rather than "Bosse" (whoever they are): £331. So to be fair he's not exactly raking it in, if he's got to build and ship the computers for ~ £100. However, it's a horribly unbalanced build with that high power CPU and large memory capacity in a very low spec motherboard with no discrete graphics. The money could be spent far better in other ways...
*EDIT* Having a bit of a play, I dropped the mobo/cpu/ram combination, and replaced it with an ASRock GeForce 8200 mobo, an Athlon II X3 and 4GB DDR3, and got the price down to £250 for a much more balanced computer. Just goes to show really
