If the chip does the speed at lower fsb and the mem is good at 200 asynchronous at whatever timings, it's almost certainly the northbridge that's holding it back (no need to bother fiddling with the mem timings), you need to up the chipset voltage to however high it will go, if that doesn't work then i'm afraid it's probably a volt mod and some extra cooling on the northbridge, so you might just stick with what you've got.

aint got no Chipset voltage adjustment in BIOS.....

I had a 12" house fan blowing in there for 10 mins...then rebooted......got it up into XP at 9x199......then it died again...

its gotta be this Mobo.....shame really......

that leaves me with 2 pieces of PC3500 with heatspreaders on running at 180 Cas 2 and 6-2-2...not bad I suppose......wasted really

I even went RIGHT DOWN.....took the multiplier down to 6x100....so it was running 600....upped the cpu volts to 1.7.....then booted.....fine....then upped bus speeds to 166...obviously fine.....

    then 180....good as gold....

tried for 195......dead as a parrot within 1 minute of getting to XP...

its the bus speed it can't manage........shame really.

Never mind.....2074 mghz at 180 bus is Dual Ram config and Cas 2 6-2-2
