Am I right in presuming that it was second hand when u got it from ebay?

As it sounds like something is up, was it too long ago that you can't return it to the seller? If you paid by PayPal, then it is very easy to get the money back, simply file as item not as described (damaged). And I advise to buy a retail one from a shop etc...

could try it with a different cooler. Its a bit off effort though. I suggest, if u can send it back i would, if not try another cooler, as what ifyourknowme said above, it could be faulty

If you paid by Paypal, log into your account, then find the payment for the item and initiate a chargeback, however I advise to speak to the person first. They then have 10 days to refund immediately, or ask for you to send it back, if this is chosen, ensure to use an insured tracked method, then they have to refund you, whether they want to or not, it will be debited from their account. Unless they can proove that you haven't returned it.

But I seriously think that you should talk to the person first if it is at all possible.

BTW, have you checked if the fan actually spins when you power up the card? Sounds obvious, but if the fan was dead the card would get red hot very quickly.
