Hiper are fine. Hyper aren't, don't get them confused. I built a machine for a friend today, and put a Hiper in it, that model infact - its a nice PSU, good, heavy feel too it too. Hiper are in the same league as Taqgan or Seasonic imho. If you want better, you have only two choices, PCP&C or OCZ, both with their 1% tolerance rails - other 'decent' manufacturers have 3%.

Hiper are fine, as are Seasonic (I only switched as I blew up my Hiper) and I second the recommendation of Logitech - my MX1000 has been faultless.
Regarding the Raptor - go for the 74gb one, thats all the space you should need for windows & apps - then a larger second drive.

Id be inclined to splash a little more, on somet like a Enermax, OCZ or PCPower.
Id definatly get a X-fi, driver support isn't the best, but there still pretty new, and im sure Creative are working on it.
Id get a 74GB raptor, for windows/games, and a nice 250GB or so, for other files. Does he really need 500GB?
Definatly Logitech for mouse/keyboard, top quality stuff.
Id get a Thermalright sink, like the XP-120 or XP90c, or a Thermaltake Big Typoon, instead of the Zalman.
If you shop around, you should be able to fit a FX-60 into the budget.
