the first system i ever built was a bit of a non-start, i messed about for days trying to get the damn thing to start, all i would see was a 1 second spin up of the fanswhen there was nothing more than the cpu and some ram plugged in.
i eventually decided to scrap the whole idea, the system sat at the foot of my bed for weeks until i decided to give it another go.
i took the mobo out of the case, re inserted and the damn thing booted!!! therefore if nothing points to the problem i always take the mobo out and test on the desk.

I would always recommend a rebuild after a blown psu. Take everything out of the case, inspect, including cpu pins and socket and then put it all back.
Edited to add: And it's always wise to power the board up outside the case, that way you know that it all works before putting it back and any issues are likely to be case related.
