Tropico 4 is a good bet if it goes on sale again, as it should include all or most of the DLC. If you went for Tropico 5 you'd have to buy any DLC separately at the moment or wait for a sale on it.

Tropico 1 was good, if you haven't played it then i'm sorry for you. i also played 2. If a game is also released on xbox like tropico 3, expect it to be dumbed down alot.
