£700 Budget Music Machine

My mate is after a -£700 machine that will give him the ability to create some quality tunes, he wants to buy a labelled machine, so that he can get upgrades/support package..

Anyone know of any good run of machines from suppliers out there..

I don't know of anyone off the top of my head that makes music machines for a decent price with warranties and such so it may have to be a home build but really it needs to be fast, plenty of ram and huge hard-drives, alot of the moneys gonna go on a soundcard and software moreso than the other components. Whats he looking to record and at what level of quality?
