Could be a case of not enough power but I doubt it.
Try connecting it without the GPU and see if it powers on if not, it's just a dead PSU from the sound of things.
Ok I'll try that, I forgot to mention that I tried the paperclip test already though.
Looks like I'm in for an argument with some bureaucracy...
With the PSU out of the computer and the kettle lead plugged in try putting a small piece of wire across the green wire and one of it's neighbouring black wires.
Nada. Neither the case fan or the psu fan span up
Well if it's completely dead just send it back, if it's a new PSU and it's defective you are well within your rights to send it back.

I'm ex-UK based, now French based. So there's a lot more bureaucracy involved however the regulations are very similar (based off of an eu directive). So I'll phone them tomorrow and give the seller a verbal beating until I can get it exchanged^^. Luckily I've been here long enough to get the lingo sussed.
