I don't think that Williams is proposing that non-Muslims be required to follow it. That said, I think he's wrong; but then I favour disestablishment of the CofE and I'm an Anglican, soooo...... I think that there should be one law for all. If people want to make voluntary agreements that stipulate certain forms of resolution on the basis of contract law, then that's one thing. I don't see any reason for stopping that, and it can work well, for instance with banks that provide services that are compliant with Islamic law. The only source from which authority to enforce such agreements should be drawn, however, is from respectively English and Welsh, Scottish, or Northern Irish law, dependent upon jurisdiction.

I know lets all move to Turkey or Iran and ask them to change their laws see if that works well. This is just another reason for me to leave and move to Canada.

At what point was rational thought disbanded in this country? I swear we seem to be putting more weight in airy fairy thinking than scientific reasoning than ever. Maybe it's because we are so risk averse now someone talking in absolutes is much more comforting. I just feel all we get now is reaction without thought.

I also oppose rabble rousing and headline grabbing by ignorant morons within the (established) CoE - see also the alleged 'no go areas' where apparently I can't visit without being beheaded and put on youtube. These bigoted fools should not be given the oxygen of publicity that they so crave. Why can't they just go on Big Brother or something instead?
The day they give up their permanent and unelected seats in the House of Lords, the day that taxpayers don't have to fund their charitable status, and the day that all state pupils are no longer legally compelled to take part in daily christian worhsip*, is the day that they can complain about shariah law. Not before.
*seriously, in a first world country, in the 21st century, this is the law. FFS.

I think what he is saying effectively is we must offer people a choice - once that choice is better understood. I cannot disagree with that and it's a balanced view. This court would/should be optional.
What has been spoken about is limiting it to just civil cases i.e. divorce/inheritance (personal matters), and not criminal proceedings and provided that both parties agreed they want to go through it. I cannot see the problem if the outcome will benefit all concerned. I believe orthodox jewish community have a similar setup should they choose to use it.
I think too many people jump the gun without understanding what is written sometimes.
