Front fan not working?

I noticed this morning the front fan isn't moving - see pic below.
I have no idea when it stopped working.
- Should it be rotating all the time or does it only cut in when it needs to?
- If it is faulty is it something I can fix, if so how?

The Fan cover opens up its possible the wire has come disconneted, if you look in the manual it shows the hot swap fan and how it removes quite easily

Thanks for that. I managed to pop the front assembly off, poked the wires where they join the fan and it started up again. But the next time I turned the PC on I had to do that again as the fan wouldn't start on its own.

Can I get a replacement? If so, how does it connect, because there's a white cable that goes from the fan assembly inside the PC in the most inaccessible area, i.e. on the opposite side of the open side of the case and behind all the installed drives. It's impossible to see where that end of the cable terminates and plugs in.
