Why would they go through the time and effort of getting a phone made, to make it employee only?

It's not like that, they have probably been given them by HTC to help them develop the android OS.

It looks too much like the HTC Bravo for me to believe that suddenly Google are going to turn round and start making hardware.

And perhaps a custom case, but that's just the same as specific operator branding, nothing special. Google has enough employees to justify this, they are probably trying to wean them all off their Blackberry's.
