    "Basic" video editing ?

Got a small video, want to edit it so a certain section is cropped (its 1024*768 , need to be something like 200*200, but want to only have a little bit out of the centre), and a certain time frame taken out of it (ie, i don't want all of it, it has a start and a finish so it could create a perfect loop), and finally put into a animated GIF.

    Any offers ?

Preferably share / free / low cost ware
