Even if it didn't include the key, it's still a breach of copyright (non legitimate distribution) at the least.
If you have a valid license it's a bad idea anyway as others have said above - you don't know what's on it.

There are 3 kinds of thing you can control when handing out software - use, modification, and distribution.
Microsoft do not allow unilateral redistribution, end of story - whether an ISO has been altered or not, it's breach of copyright as it falls outside the rights granted

Do as TakTak says, depending what system you have, buy either the retail/oem version and use nlite to create your own customized install.
If your building a machine, Vista only costs like £65
