Online Payment System Provider

I've run into a little problem. Developing a website which needs a payment service to accept credit & debit cards. Because it's a new company, the banks won't give it a Internet Merchant Account, and one of the payment providers (Metacharge) which doesn't require a merchant account, has turned us down for the same reason.

I'm putting in an application with Datacash, but was wondering if anyone out there knew of any other solutions. I'm loathe to use paypal 'cause I don't want the customers to have to sign up twice for stuff (one on the company site, one on paypal) so if anyone can think of any alternatives, it'd be great.
