I'm really looking at some simple posters about security, something along the cartoon sort of lines, with some simple captions.

you might be able to get away with publisher just make sure you can export it to a file type a print shop can understand (.pub is not well supported but .xps is)
photoshop isn't great at posters. Freehand or Illustrator would normally be used in design houses.
Publisher should work. If you can output it as a .pdf a repro house should be able to handle that. Actually a lot of the highstreet copy places take publisher files (as well as all the other office files) because thats what their customers use.
EDIT: depending on what you want to do Word would be fine. I've used that in the past at work. Sending the the Posterjet from it worked well. I think i've done up to about A0 with that.
GIMP is a free piece of software which does pretty much the same job as Photoshop, but it's free.
Did I mention that it's free?
